City Building: The Game

Q: What I want to know is if walls appear after a certain ammount of time (if so, how long), or if the city has to buy them. If a city has to buy them, I also wonder if they have to place the walls, or if they are auto placed.

A: A city does have to buy them, and place them as well. They don't instantly appear: there's a construction time that must elapse. For that span the fledgling city is very vulerable.

What's more, you can't place walls unless there's a ToL planted.
