Well, the Irekei, if you really look at them, are in kind of an odd place. Much like the rest of the races, their chief Gods aren't particularly communicative. Dragon and Phoenix both rarely make their wills known, and even then, the means of communication (half mad Blood Prophets) are often suspect.

For centuries, the Irekei have been lost in a hostile world, and might be looking for backup. Grallokur is indeed kin to the Dragon, and he has the virtue of being present. It's not unthinkable for a Virakt to worship him - other Irekei might not like the notion, though...
