As established the Dragon's role in the Turning reamins murky - although without the Dragon there'd be no Shadowbane, that's enough of a connection for the right sort of mind, I suppose.

Shades are truly godless - nobody (save perhaps Ardan) really wants to take credit for them. I can imagine that one or two might be drawn to the Dragon as a symbol of nihilistic destruction - they view their existence as a curse or a mistake, and would want the Dragon to rise, erasing all reality.

Of course, some Shades might even decide they LIKE to exist, and might just as easily oppose the Dragon...
