The Runegates and the Lizard Ruins all date from the "Before Time" - the Lost World that predates Brailla's awakening.

Next to nothing is known about it, and that's just the way I like it... there was another thread about this, I think, or a post on my intro thread.

Whatever that Lost World was like, it seems something pretty bad must have happened to it, judging by the stste the world was in when the All-Father and company came along.
